Instead of making each cosmetics usable using permissions they should have their own token and when you right click the token the cosmetic unlocks for you. This is very useful for stores and loot crates.

or a /cosmetic admin grant player_name star_guardian
It’s permission based, you can just use any voucher plugin or item system to issue a command once an item is right clicked and grant permission to the cosmetic.
What Twisted said, this is so easy to create using [insert name of your own favorite item plugin].
Yeah I'd love to add this but this is going to be low priority since a number of other plugins can EASILY do this with our permission based system.
I have an alternative reason for a system like this: player trading/markets.
While setting up console/store given claimable tokens yourself is simple for the most part, doing it in a way that allows a player to, post purchase, choose which one of their cosmetics they want to trade with another player, takes the correct permission based on that, and then creates a token on the fly is a little more difficult.
I may be asking for a separate trade system now that I think about it.
