I am not sure what exactly the cause is, and it is likely more to do with how the person who created the emotes configured the resource pack over the plugin -- but when you have custom HeadDatabase Heads placed next to one another they re-skin themselves into new textures. This persists when you delete the /models/player_head.json file... I've just reverted my project's back entirely, but this should still be addressed.
Player Head Incompatabilities

This is a limitation within the core shader. Player Heads near the player emoting can clash with the shader, rendering a funky view to the user. I’m not sure if this can be improved tbh.

I am not sure that it changes anything, but these are placed heads. They are not actually part of the emote portion, I only had compiled the pack with mine and it broke the stationary heads. I imagine it is probably a limitation nonetheless.

Yeah it effects the shader because of how it works. Notice moving away from any player heads, the emote will work no problem.
