[Feature Request] Command to set the dungeon access cooldown manually

It would be neat to be able to set the dungeon access cooldown manually with a command. This would allow server admins to implement various ways of handling dungeon cooldowns, through other plugins for example.

This is implemented as of the latest dev build. Thanks for the suggestion! It's not super precise, but lets you determine a duration or use the dungeon's preconfigured access cooldown. :)
