not sure whats causing it.. but im running the latest dev version and paper 1.17.1
at my world spawn, there is constant lighning... it was driving me crazy, i tracked it specifically to mythicmobs, cause i dissable it, and no lightning, i enable... like 20 strikes per seccond and its very weird. i cannot find out whats causing it only by using a bedrock client thru geyser it gives debug info?
