I want a mob to drop a custom shield with custom paterns but the custom layers don't work properly. The only layer that shows up is the last one.

This gives me just a black shield with a black flower.

If I change shield to banner it works perfectly. I want the shield to drop with the right banner layers tho how can I fix that?
