The mobs in the random spawns folder work fine Except FollowRange cant be modified from vanilla even if a higher value is used. FollowRange works on vanilla mobs with my same configuration.

Random Spawning has zero effect on mob options, so this doesn't make a lot of sense. I tried it anyway and couldn't replicate it. Maybe try checking the limits in spigot.yml and see if you aren't hitting the cap?
