Several effect attributes not working with Atom

The Atom effect needs some love. It hasn't been touched in a while. It doesnt respect d,dir, particles, or mob particles. In addition, if it has any proprietary attributes they are undocumented to my knowledge.

Closing this due to inactivity and major version releases since. If this issue is still relevant, please re-open the issue with a modern-version server log, example configurations being used to test, and step-by-step info to reproduce the issue.
