MIR is not functioning correctly on MM 5.4.0 Build 7f8a948c Paper 550 | 1.19.4

I have had to work around this for a few other users, so I am not sure how far upchain this broke. Current workaround is to sub MIR for EIR with the same options.

This also seemed to be fixed after I updated devbuilds and Paper so I think we are all good
