There is a issue where you cant apply artifacts enchantments to other items in a anvil like combining or adding enchantments
Steps to reproduce
Try to apply any artifact enchantment to an weapon in anvil
Current behavior
Describe what happens currently, while the bug is affecting your server.
Intended correct behavior
The enchantment should be applied or combined like a normal vanilla enchant
